A provincial inspection team has begun a 'look back' review of Changchun, Jilin Province. This article explains the inspection's scope, timeline, and practical implications for foreign founders operating or registering a company in the region.

Provincial Inspection Team Begins 'Look Back' Review in Changchun

Foreign founders with companies in Changchun or those considering registering a business in Jilin Province should be aware of a recent government inspection initiative. According to an official announcement from the Jilin Provincial Commission for Discipline Inspection and Supervision, the First Inspection Team of the Provincial Party Committee has launched a "look back" inspection of Changchun. The mobilization meeting was held recently, with Chen Yan, head of the inspection team, delivering a speech and Zhang Enhui, member of the Provincial Party Standing Committee and Secretary of the Changchun Municipal Party Committee, presiding over the meeting and speaking.

Who Is Involved in the Inspection

The meeting was attended by members of the Changchun Municipal Party Standing Committee, leading members of the Party groups of the Municipal People's Congress, the Municipal Government, and the Municipal CPPCC, as well as principal officials from the Municipal Intermediate People's Court and the Municipal People's Procuratorate. Other attendees included provincial-level officials currently in office, municipal leaders who have retired within the past three years, members of the Municipal Commission for Discipline Inspection and the Municipal Organization Department, heads of municipal inspection teams, principal officials of municipal departments, party and government leaders of counties (cities, districts) and development zones, and leaders of municipal state-owned enterprises and institutions.

Purpose and Focus of the 'Look Back' Inspection

Chen Yan emphasized that the "look back" inspection is a supervision method explicitly stipulated in the Regulations on Disciplinary Inspection of the Communist Party of China. He noted that this year is the opening year of the 15th Five-Year Plan, a year of concentrated leadership transitions at the city (prefecture) level, and the final year of a concentrated campaign to address misconduct and corruption affecting the public. The inspection of Changchun is described as an inherent requirement for upholding the centralized and unified leadership of the Party Central Committee and continuing Party building, an important measure for advancing comprehensive deepening of reforms and promoting high-quality development, a practical need for maintaining strict discipline and purifying the local political ecosystem, and a concrete action for implementing a people-centered development philosophy and strengthening ties between the Party and the people. Chen called on the Changchun Municipal Party Committee, the municipal government, and all Party members and officials to further improve their political stance, align their thoughts and actions with the decisions of the Party Central Committee and the specific requirements of the provincial Party Committee, and actively cooperate with the inspection.

The inspection team will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement Xi Jinping's thought on Party building, and carry out the important instructions on inspection work. It will focus on the series of important instructions on the comprehensive revitalization of Northeast China and work related to Jilin. The inspection will highlight the political inspection orientation, implement inspection guidelines, and practice the "Two Upholds." It will seek to understand the rectification of issues previously fed back by inspections, the strengthening of Party leadership, the promotion of high-quality development, the comprehensive advancement of rural revitalization, the deepening of reforms, the coordination of development and security, and the improvement of people's livelihoods. The team will work with Changchun on the same issues to complete the provincial Party Committee's inspection task.

Changchun's Commitment to Cooperation

Zhang Enhui stated that the Changchun Municipal Party Committee will earnestly improve its political stance, deepen its understanding, and thoroughly study the important instructions on inspection work. He pledged to consciously align thoughts and actions with the decisions of the Party Central Committee and the specific requirements of the provincial Party Committee, consolidate political responsibility for full and strict Party governance, and resolutely accept, cooperate with, and fully support the inspection. The city will work to raise standards, accelerate pace, improve quality, and enhance efficiency in all work. Focusing on the key supervision areas of the "look back" inspection, it will consciously accept supervision and inspection, truthfully identify problems, set clear rectification deadlines and targets, and focus on comprehensive measures and institutional improvements. By solving one problem, improving a set of systems, and closing a batch of loopholes, the city aims to consolidate and expand the results of rectification. It will improve working mechanisms, press all parties to fulfill their responsibilities, and ensure that responsibilities, support, and services are in place with a serious attitude, rigorous style, and strict discipline, working with the provincial inspection team in the same direction to complete the "look back" inspection.

Duration and Reporting Channels

The provincial inspection team will work in Changchun for about one and a half months. During the inspection, a dedicated duty phone number is available: 0431-85508662, with calls accepted daily from 8:00 to 12:00 and 13:00 to 18:00. A dedicated postal mailbox is also set up: P.O. According to the inspection regulations, the team mainly accepts letters and calls reflecting issues concerning the Changchun leadership team and its members, principal leaders of lower-level Party organizations, and leading cadres in key positions, focusing on reports and reflections regarding violations of political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and life discipline. Other matters outside the scope of inspection will be handled by Changchun City and relevant departments as required.

Practical Implications for Foreign Founders

For foreign founders operating in Changchun, this inspection signals a period of heightened scrutiny on governance and discipline within local government and Party organizations. While the inspection primarily targets Party members and officials, it may affect the administrative environment, including how local authorities interact with businesses. Founders should ensure their operations comply with all relevant laws and regulations, maintain proper documentation, and stay informed about any changes in local administrative procedures. The inspection's focus on high-quality development, rural revitalization, and reforms could also indicate priorities for future policy support. However, no new business regulations or incentives are announced in this notice. Founders are advised to monitor official channels for any updates that may impact their companies.
